Volodymyr Shcherban was born on January 26, 1950, in Kypuche. He is a politician by occupation and studied at Donetsk National University of Economics and Trade.Shcherban served as a People's Deputy of Ukraine from 1994 to 1998[1][2][3][4], again from 1998 to 1999[1][2][3][4], and from 2002 to 2003[1][2][3][4]. During his 2002–2003 term, he also served as a substitute member of the Parliamentary Assembly of the Council of Europe[1][2][3][4].
